ARTICLE EIGHT
THE CONCLAVE

  • §8.1. Conclave Composition

    • 1. The Conclave shall consist of six permanent seats with three methods ways of acquisition. Two seats shall be appointed directly by the Grand Luxarch and shall be known as Appointed Scribes. Appointed Scribes may serve up to the length of the term of the Grand Luxarch, or may be removed and replaced periodically throughout the term of the Grand Luxarch through a decree given three days in advance of the change. Two seats shall be selected by the High Priest and shall be known as Selected Scribes. Selected Scribes may serve for the duration of the term of the High Priest and may not be removed from office except through resignation, death, or impeachment. Two seats shall be elected directly by the citizens of Abydos and shall be known as Elected Scribes. Elected Scribes shall be elected on the 15th day of the months of January, March, May, July, September, and November. The Conclave shall not be expanded in seats or contracted.

     

    §8.2. Role of the Conclave

    • The Conclave shall serve as the primary legislative body of Abydos with the passage and repeal of laws. The Conclave shall additionally conduct other voting, discussion, debates, and opinions periodically to insure its own function. The Conclave shall conduct the Grand Conclave when a vacancy in the office of Grand Luxarch triggers an election or when the Grand Luxarch opts to have their successor elected.

     

    §8.3. Scribe Restrictions

    • No scribe shall hold any other office in Abydos. Scribes shall be regarded as equal to one another, each holding the same rights and responsibilities to propose law and call for votes. The Conclave shall make no law which designates additional responsibilities to the scribes in an imbalanced way, nor create secondary offices for itself.

     

    §8.4. Stop-Gap Rule

    • The Conclave shall be barred from ratifying or repealing any legislation if fewer than three Scribes are seated. If vacancies in the Conclave exist, the Grand Luxarch, High Priest, or citizens of Abydos should act immediately to fill those vacancies to insure proper function of the Conclave.

     

    §8.5. Record of Laws

    • The Conclave shall be required to keep a listing of all laws passed and all repeals in a singular chronological list so as to provide a clear and accurate timeline of events.

     

    §8.6. Ratification and Repeal Process

    • The Conclave shall treat all laws and all repeals equally with repeals being written up as if it were a law. Every proposal shall be discussed in the Conclave, and then put to vote. Voting shall last for 24 hours, or less if all scribes cast their votes before the time limit ends. From there, the High Priest shall be notified to visit the Conclave and sign or veto the law. No law is considered valid if it is not signed by the High Priest.

     

    §8.7. Conclave Restrictions

    • The Conclave shall not be permitted to mass ratify or mass repeal laws, nor shall it be granted the right to pass any legislation which is worded in such a way so as to unreasonably prevent its own repeal. Exploitation of legal procedure shall not be tolerated.

     

    §8.8. Legal Template

    • All laws and repeals shall be standardized into a single template format. Each law shall have a maximum of three articles. In Article 1 and 2, the first two words of the act shall be 'We shall'. The third Article of all laws and repeals shall be 'We shall not'. All laws and repeals shall be dated, and recorded chronologically so as to provide a timeline of legislative events for Abydos. All scribes shall be listed on every law or repeal to account who voted for and against along with the presidents signature and date.

     

    §8.9. Crime and Punishment

    • The Conclave shall determine if crimes have taken place under the law, and what punishments should be given. Punishments exceeding imprisonment on the community forum shall require the Founders approval.
